Art theft legalized?

I'm not gonna lie: I don't worry about art theft. I wouldn't get super pissed off if some jerk claimed they drew something I drew. Whatever. I would get annoyed if someone made a profit using my art without my permission, but I don't feel all that strongly about it in general.

However, I know that MOST artists DO care, thus I feel the need to share this article with you:

Don't flip out, after a teeny bit of further reading it seems this guy is exaggerating. However, if you feel strongly about art copyright then you should keep your eye on this.

tl;dr - No, I didn't read that whole article either. XD I guess the basic point this guy is making is that if this bill passes, artists will have NO COPYRIGHT AT ALL on anything they make unless they register every single piece, which will cost you $$. Which means ANYONE can use your art, even for profit, without your permission. Keep in mind that he is apparently exaggerating. But that is the idea.

For the record I'm not looking for a discussion here, I don't really care either way. Just passing along the info :3
